			<content:encoded><![CDATA[<p>The number of children leaving primary school inEnglandwith a good grasp of reading, writing and maths has increased again, government data shows.</p>
<p>Some 67% of 11-year-olds gained the expected level, Level 4, in all of these subjects in national curriculum tests, known as Sats. Last year 64% of primary pupils left school having reached this level.</p>
<p>But one in three youngsters still failed to achieve the level expected of them in all three subjects.This means that nearly 183,000 pupils left school without a good grasp of reading, writing and maths this summer.</p>
<p>Improvement</p>
<p>The figures released on Tuesday show a steady year-on-year rise, with 62% of pupils reaching the expected level in the &#8220;three Rs&#8221; in 2009 and 2008.</p>
<p>“We can and must do much better for the one in 10 boys who at the age of 11 can read no better than a seven-year-old”</p>
<p>Overall, the figures from the Department for Education (DfE) results show 84% of pupils reached Level 4 in reading, up from 83% last year.In writing, 75% reached the expected level, compared with 71% in 2010. The biggest rise in some years.</p>
<p>In total, 81% achieved Level 4 in English (made up of the reading and writing tests), up from 80% last year.And 80% achieved the expected level in maths, against 79% the year before.</p>
<p>But the data also shows one in 10 boys &#8211; almost 28,000 youngsters &#8211; left primary with the reading age of a seven-year-old (Level 2 or less).This compares with 5% of girls, just over 13,000 pupils.</p>
<p>The DfE also published results of science tests taken by a sample of 11-year-olds.</p>
<p>Based on this sample, it is estimated that 84% of 11-year-olds are reaching the expected level in science.</p>
<p>The data also details the numbers of pupils scoring Level 5, one above the expected standard.In English, 42% of pupils achieved a Level 5 in reading, compared with 50% in 2010. In writing, 20% reached this level, against 21% last year.It means that, in total, just 13% of pupils achieved a Level 5 in reading, writing and maths combined. In 2010, this figure was 14%.</p>

			<content:encoded><![CDATA[<p>Fewer than 50% of UK children aged eight to17 read a novel outside class every month, research suggests.</p>
<p>The National Literacy Trust survey of about 18,000 school children suggests youngsters are more likely to read text messages and emails than fiction.</p>
<p>Most children (28.9%) estimated they had between 11 and 50 books in their homes.</p>
<p>But one in six said they rarely read outside the classroom.</p>
<p>Texts and emails</p>
<p>According to the survey carried out at 111 schools in England, Wales, Scotland and Northern Ireland, nearly one in five children have never been given a book as a present. This was more common for boys than girls.</p>
<p>And about one in eight claimed they had never been to a bookshop and some 7% said they had never visited a library.</p>
<p>However, just under half of all children surveyed said they enjoyed reading a lot. Only one in 10 said they did not like it at all.</p>
<p>Text messages, magazines, emails and websites were the top leisure reading choices of young people. But Ebooks were read the least frequently.</p>
<p>The findings show that more girls admit they read text messages, magazines, emails, fiction, song lyrics and social networking message boards and poems than boys, while more boys said they read newspapers, comics and manuals.</p>
<p>“Getting these children reading and helping them to love reading is the way to turn their lives around” Jonathan Douglas Director of National Literacy Trust</p>
<p>The survey also raises concerns that some youngsters are not reading at all, which can hinder their achievement in the classroom.</p>
<p>One in six (16.4%) said they &#8220;rarely&#8221; read outside class, while 7.3% admitted that they never read outside class.</p>
<p>Trust director Jonathan Douglas said he was worried the youngsters who did not for pleasure would &#8220;grow up to be the one in six adults who struggle with literacy&#8221;.</p>
<p>He added: &#8220;Getting these children reading and helping them to love reading is the way to turn their lives around and give them new opportunities and aspirations.&#8221;</p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-size: 11pt;">The Department is also appointing a new Expert Adviser on Behaviour – headteacher Charles Taylor – who has a track record in radically improving behaviour in some of the most troubled schools. </span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-size: 11pt;">Behaviour in good schools is not a serious problem but overall it remains a big concern for parents. Evidence shows there is much to do. For instance:</span></p>

<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l0 level1 lfo2; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Persistent disruptive behaviour accounts for nearly a third of all cases of permanent exclusions in secondary schools.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l0 level1 lfo2; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Major assaults on staff have reached a five-year high with 44 having to be rushed to hospital with serious injuries last year.</span></li>

It left teachers confused about their powers under the law. It also made it much harder for schools to have clear and effective discipline policies.</span></p>

<p class="MsoNormal" style="margin: 0cm 0cm 0pt 18pt;"><span style="font-size: 11pt;">The Government’s new guidance is 50 pages long. It clearly sets out the roles and responsibilities for governing bodies, headteachers and teachers regarding behaviour and discipline. It unequivocally restores adult authority to the classroom.</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt 18pt;"><span style="font-size: 11pt;"> </span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-size: 11pt;">The new guidance clarifies teachers’ powers. It makes clear the following:</span></p>
<p class="MsoNormal" style="margin: 0cm 0cm 0pt;"><span style="font-size: 11pt;"> </span></p>
<ul style="margin-top: 0cm;" type="disc">
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Schools should not have a ‘no touch’ policy. It is often necessary or desirable for a teacher to touch a child (e.g. dealing with accidents or <a href="http://justteachers.com/wp-content/uploads/working-as-a-justteacher-in-the-uk-march-2011.pdf" class="kblinker" title="More about Teaching &raquo;">teaching</a> musical instruments).</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Teachers have a legal power to use reasonable force. They can use force to remove a pupil who is disrupting a lesson or to prevent a child leaving a classroom.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Heads can search for an extended list of items including alcohol, illegal drugs and stolen property.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Heads have the power to discipline pupils who misbehave outside the schools premises and outside schools hours.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">The guidance also protects teachers from malicious allegations and strengthens their authority in the classroom. It makes clear:</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Heads can temporarily or permanently exclude pupils who make false allegations. In extreme circumstances they may even press criminal charges against the pupil. </span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">The default position should be to assume the teacher has behaved reasonably unless a complainant can show that a teacher has behaved unreasonably.</span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">Schools should not automatically suspend teachers accused of using force unreasonably. </span></li>
<li class="MsoNormal" style="margin: 0cm 0cm 0pt; mso-list: l1 level1 lfo3; tab-stops: list 36.0pt;"><span style="font-size: 11pt;">All but the tiny number of the most complex cases should be resolved within three months and the vast majority should be resolved in four weeks. </span></li>

<p class="MsoNormal" style="line-height: 13.5pt; margin: 0cm 0cm 0pt; background: white; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;"><span style="color: windowtext; font-size: 11pt;"><span style="font-family: Trebuchet MS;">Dr Atkinson said: &#8220;Young people are a school&#8217;s customers, and they see lots of different teaching styles over the course of a school career. </span></span></p>
<p class="MsoNormal" style="line-height: 13.5pt; margin: 0cm 0cm 0pt; background: white; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;"><span style="color: windowtext; font-size: 11pt;"><span style="font-family: Trebuchet MS;">&#8220;Our research shows that they understand teaching is a challenging job which requires a wide range of skills from teachers &#8211; it is not just about their academic qualifications or how loudly they can shout.&#8221;</span></span></p>
<p class="MsoNormal" style="line-height: 13.5pt; margin: 0cm 0cm 0pt; background: white; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;"><span style="color: windowtext; font-size: 11pt;"><span style="font-family: Trebuchet MS;">She said it made sense to make use of this experience when recruiting staff. </span></span></p>

<p class="MsoNormal" style="line-height: 13.5pt; margin: 0cm 0cm 0pt; background: white; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;"><span style="color: windowtext; font-size: 11pt;"><span style="font-family: Trebuchet MS;">Dr Atkinson&#8217;s call was supported by the National Union of Teachers&#8217; general secretary Christine Blower.</span></span></p>
<p class="MsoNormal" style="line-height: 13.5pt; margin: 0cm 0cm 0pt; background: white; mso-margin-top-alt: auto; mso-margin-bottom-alt: auto;"><span style="color: windowtext; font-size: 11pt;"><span style="font-family: Trebuchet MS;">She said: &#8220;Whilst it is not appropriate for pupils to have any kind of veto in appointing teachers we do think that it is right for pupils to be members of governing bodies and for their opinions to be heard during the interview process.&#8221;</span></span></p>
